Elmira J. Powell, PA-C

Physicians Assistant

Ms. Powell is a native of Raleigh, NC. She received her B.S. degree in health education and M.Ed. degree in counseling at University of North Carolina at Greensboro. She obtained her medical education as a physician assistant at Duke University. Training as a physician assistant encompasses all of the major specialties of medicine and primary care. Her work experience includes women’s health, public health, primary care, and emergency medicine. She maintains national certification in her field and is a certified Robotic Surgical Assistant.

Ms. Powell is Past President of the North Carolina Academy of Physician Assistants.

Vicki L. Latham, CNM

Certified Nurse Midwife

Ms. Latham is a graduate of the University of North Carolina at Chapel Hill, with a B.S. in nursing. She began her professional career in 1983 at The Moses H. Cone Memorial Hospital and has served in clinical, educational, and management positions. In 1988, Vicki obtained her Masters Degree in Neonatal-Perinatal Nursing at Emory University and returned as Clinical Nurse Specialist in labor and delivery at Moses Cone and The Women’s Hospital of Greensboro. While continuing to work at The Women’s Hospital, she obtained her certificate in Nurse-Midwifery from the Frontier School of Mid-Wifery and Family Nursing. Ms. Latham began practicing at Central Carolina OB/GYN in April 1996.

Jessica Emly, CNM

Certified Nurse Midwife

Mrs. Jessica Emly joined Central Carolina OB/GYN in January of 2015.  She started her career in psychiatry after obtaining a B.A. in psychology with a focus in developmental & behavioral sciences . Although she enjoyed helping those struggling with mental health issues, her passion was to help women throughout their lifespan.  She returned to school and obtained her B.S. in nursing with the goal of eventually becoming a Nurse Midwife.  During this time, Jessica worked in various aspects of women’s health and reproduction including Obstetrical Special Care, Mother/Baby, and Labor, Delivery, & Recovery.  In 2014, Jessica graduated from the University of Cincinnati with her Masters of Science in Nursing Specializing in Nurse Midwifery.

Jessica is married and has two beautiful daughters. She is an Ohio native who was born in Toledo and lived 12 years in Cincinnati, while completing her education.  In her free time she enjoys spending time with her family, traveling, and watching movies.As a midwife, Jessica has a special interest in the mental health & adolescent populations, birth control management, and health promotion & education. She is accepting new patients and looking forward to meeting and being a part of your reproductive healthcare.

Venus Standard, CNM

Certified Nurse Midwife

Venus is a native of New York City, where she owned a successful business offering prenatal massage, Lamaze childbirth education and Doula labor support services.  Venus relocated to North Carolina to attend Duke University’s School of Nursing where she received her BSN.  She began her career in 2005 as a labor & delivery nurse at Duke Hospital’s Birthing Center.  It was during this time that she returned to school to enhance her career in women’s health..  She attended East Carolina University where she earned a Master’s degree in nursing (MSN) with a concentration in Midwifery, and became certified as a Nurse Midwife in the fall of 2011.  For the past few years she has traveled to a variety of highly respected hospitals throughout California, from Beverly Hills to Sacramento, gaining knowledge in different techniques and treatment styles. Venus joined Central Carolina OB/GYN on April 5, 2015.

Venus is passionate about educating women, expectant mothers and their families; she’s dedicated to promoting healthy, natural childbirth and encourages breastfeeding.  She enjoys partnering with women to ensure that their physical, emotional and cultural needs are met.  Venus lives by the motto “Textbooks taught me the science of obstetrics, but I learned the art of birth from babies and their mothers”. In her spare time, she loves spending time with her two grandsons.  She also enjoys traveling to other countries and learning how they manage their maternity healthcare.

Kimberly Williams, CNM

Certified Nurse Midwife

Ms. Kimberly Williams is a native of Georgia and a retired Army Lieutenant Colonel. She received her commission through ROTC.

She completed her Bachelor of Science Degree in Nursing at the Florida State University in 1993, and holds a Master of Science Degree in Nursing with an emphasis in Midwifery from the University of Colorado at Denver and Health Sciences Center. When asked what inspired her to become a midwife, she reflects fondly on working with women of diverse ethnic and religious backgrounds during her undergraduate education, and realized then that birth is a spiritual, emotional and physical event. Over the years she made significant strides to partner with women and their supporters to also think of birth in this manner.

Ms. Williams has over 15 years experience in leadership roles in maternal and child health and over 7 years of nurse midwifery experience. She completed a 20-yr Army career and moved to North Carolina to be near family and her significant other of 2 1/2 years. Since retirement, she earned a certificate in Legal Nurse Consulting from Duke Continuing Studies.

She enjoys fine arts, attending sporting events, horseback riding and antique shopping.


Stephanie Devane-Johnson CNM, MSN

Certified Nurse Midwife

Stephanie Devane-Johnson is a native of the Triangle Area.  She received her Bachelors of Science Degree in Nursing from the University of North Carolina at Charlotte in 1993.  In 1997 she received a Masters of Science Degree in Nursing and Certification in Nurse-Midwifery from Vanderbilt University.  Currently, Stephanie is pursuing a PhD in Nursing at UNC-Chapel Hill and expected to graduate 2016.  Stephanie’s research interest is breastfeeding in the African American community. More specifically, the impact socio-historical influences have on infant feeding decisions.

Stephanie actively practiced full scope Midwifery for 18 years, 10 years in Cary NC and 8 years at UNC Chapel Hill. She recently made a hard decision to stop delivering babies, but continues to see patients in the office due to her love for women’s health and patient care.  Stephanie has extensive experience in well woman gynecology as well as low and high- risk obstetrics.  Stephanie joined Central Carolina OB/GYN September 2015.

Stephanie is married and has one daughter whom she adores. She enjoys shopping as well as spending time with her family and friends.


Rachel Stall, MSN, MBA, CNM

Certified Nurse Midwife

Rachel is a native of Traverse City, Michigan and has lived in Cincinnati/Dayton, OH, since 2000.  She began her professional career in business, earning a Master of Business Administration from Indiana Wesleyan University in 2007.  A passion for women’s reproductive and mental health led her into a career in nursing, receiving her Bachelor of Nursing in 2011 and Master of Science in Nurse Midwifery in 2014 from the University of Cincinnati.  Since then, she has held multiple leadership and educational roles in women’s health.

Rachel is dedicated to partnering with and empowering women and their families and is thrilled to be a part of reproductive care across the life span.  She is currently pursing her Doctorate of Nursing Practice from the University of Cincinnati, with special interest in women’s mental health.  She is married and loves traveling and reading.  Rachel is accepting patients and looks forward to serving our clients both in the office and at Women’s Hospital.
